Quantitative evaluation of mental health policies based on PMC index modeling

Abstract: Objective To quantitatively evaluate mental health policies in China and provide reference for policy formulation and optimization. Methods Totally 35 policies related to mental health enacted at the national level before April 2024 were searched. The ROSTCM6 was used to draw a knowledge network graph,conduct in-depth exploration of policy texts,and establish a quantitative evaluation index system for mental health policies. The system included nine first-level indicators and 32 second-level indexes,which was used for quantitative analysis of 10 randomly selected policies. Results The mean value of the PMC index of the 10 policies was 6.99,all of which belonged to the excellent and acceptable level,and there were no perfect and poor policies. Conclusion The overall design of mental health policies is basically perfect,but it needs to be improved in terms of policy nature,policy evaluation,policy timeliness,and policy operability.
