Optimization strategy research of emergency mechanism for public health emergencies in Tianjin based on Delphi Method

Abstract: Objective To construct an indicator framework for Tianjin pubtic health incidents response system design by the Delphi method,and to improve and optimize the emergency response mechanism for public health emergencies. Methods A research group was established,and a preliminary survey questionnaire was designed using methods such as literature search. In May 2024, the Delphi method was applied to conduct two rounds of questionnaire consultation with 70 experts,and the data were analyzed. Results The effective response rates of the two rounds of expert inquiry questionnaires were 94.3% and 91.4%,respectively. The expert authority coefficients were 0.874 and 0.881,respectively. The coordination coefficients of the two rounds of expert opinions were 0.452 and 0.501,respectively. The final establishment of the index framework for Tianjin's response to public health emergencies includes 3 first level dimensions and 11 second level dimensions. Conclusion The emergency public health system in Tianjin is relatively complete. At the same time,the governance structure should be improved according to actual work needs,and the decision-making mechanism should be optimized to effectively strengthen auxiliary measures,thereby consolidating the comprehensive guarantee of the overall emergency system.
