Interim implementation effect evaluation of talent cultivation program in provincial centers for disease control and prevention

Abstract:

Objective To evaluate the phased input and output results of talent cultivation program,analyze the implementation effect and problems,and explore the talent cultivation path and evaluation support system that conforms to the modern centers for disease control and prevention(CDC) system. Methods Fifty middle-aged and young talents selected into the "Talent Team Cultivation" program were chosen as the research subjects.A retrospective investigation was adopted to collect the basic information of the research subjects,the input-output of the first year and the assessment results,and descriptive statistical analysis and non-parametric tests were used to analyze them. Results During the first year of training,the input-output ratios of funds for the three tiers of talents were 2.20,0.20,and 0.55,respectively,and the differences were statistically significant(χ2=12.374,P<0.01).For output,approved funds,academic output and professional output showed different trends. Among the approved funds and academic outputs,the output of high tier levels,high professional titles and high academic qualifications were relatively high(χ2=12.374,20.095,14.448,Z=-2.568,all P<0.05),while there was no such characteristic among different specialties. Among the professional outputs,the outputs of public health,disease control,and laboratory detection showed a trend from high to low(χ2=9.109,P<0.05),but there were no such trend in terms of different echelon levels,professional titles,and educational qualifications. Conclusion The "Talent Team Cultivation" program conforms to the high-quality development needs of the CDC,and should set up a differentiated multilevel talent cultivation model. At present,there are difficulties in quantifying the professional competence of talent in CDC. Establish an objective evaluation index system and expert review of characteristic work achievements are feasible and reasonable way to evaluate the CDC's professional competence of talent now.
