Construction of the evaluation index system of pre-hospital emergency medical doctor competency based on analytic hierarchy process

Abstract:

Objective To establish a set of index system suitable for evaluating the competency of pre-hospital emergency medical doctors,in order to provide reference and guidance for the formulation of relevant personnel access and selection standards. Methods To establish preliminarily the competency index evaluation system of pre-hospital emergency medical doctors through the literature search,behavioral event interviews,expert questionnaires and other methods. The Delphi expert consultation method and iceberg theory analysis method were used to conduct two rounds of consultation with 20 experts in order to evaluate and validate the index system,and the analytic hierarchy process method and expert importance assignment equal distribution method were used to calculate the weight of the indicators. Results Both rounds of expert questionnaires were fully collected,with an effective recovery rate of 100%,an expert authority coefficient of 0.93,and the expert coordination coefficients of the first and second level indicators in the second round of 0.396 and 0.266,respectively(both P<0.01). The final competency evaluation index system of pre-hospital emergency medical doctors included 7 first-level indicators and 42 second-level indicators,among which the highest weight was the implicit indicator[professional ethics and literacy(0.351 6)] and the highest combined weight was the ideal and belief of life first and people first(0.135 6). Conclusion The credibility and representativeness of the expert consultation are high. The characteristics and required quality and ability of pre-hospital emergency medical doctors are comprehensively considered by the exploration and construction of the competency index evaluation system,which is both reasonable and scientific. The competency-based model is helpful to construct a professional evaluation and selection mechanism,which can help pre-hospital emergency medical service institutions and health administrative departments to assess the ability and level of relevant personnel.
