天津市基层传染病应急小分队装备配置状况分析与评价

摘要:

目的 系统评价天津市16个区基层传染病应急小分队装备配置现状,识别关键短板,推动装备配置标准化、实战化、均衡化,缩小区域间能力差距,实现全市基层应急响应能力的提质增效。方法 依据国家疾控局《市、县级基层传染病应急小分队建设指南》(2023年版)构建完备性(60%)、标准化(30%)和时效性(10%)三级评价指标体系,于2025年6月对天津市16支应急队伍开展全覆盖实地核查与物资抽验,核查装备三大类106种,覆盖数量、规格、标识、效期4项维度。结果 队伍及标识类装备配置覆盖率最高为96.18%,而专业业务工作类装备配置覆盖率最低为91.51%,远郊区(宁河、蓟州、静海、武清、宝坻)3类装备平均覆盖率仅为79.10%、79.10%、89.55%、88.06%和88.06%;全市装备平均效期合格率为64.16%。结论 天津市基层应急小分队存在专业装备结构性短缺、远郊区配置严重不均衡、物资效期管理粗放三大问题,建议优化装备配置,强化标准化与信息化管理,加强政府财政支持与社会捐赠渠道,推动卫生应急体系建设长期稳定发展。

Abstract:

Objective To systematically assess the equipment configuration status of grassroots infectious disease emergency teams across all 16 districts of Tianjin Municipality,identify key deficiencies,and promote the standardization,practicality,and balanced distribution of equipment. This aims to narrow the capability gaps among regions and enhance the overall quality and efficiency of the city's grassroots emergency response. Methods Based on the "Guidelines for the Construction of Municipal and County-Level Grassroots Infectious Disease Emergency Teams(2023 Edition)" issued by the National Disease Control and Prevention Administration, a three-level evaluation index system was established,focusing on completeness(60%),standardization(30%),and timeliness(10%). A full-coverage on-site inspection and sample verification of materials were conducted on all 16 emergency teams in Tianjin in June 2025. The inspection covered 3 major categories and 106 types of equipment,evaluated across four dimensions:quantity,specifications,labeling,and expiration date validity. Results The coverage rate was highest for team identification and labeling equipment(96.18%) and lowest for specialized operational equipment(91.51%). In the outer suburban districts(Ninghe,Jizhou,Jinghai,Wuqing and Baodi),the average coverage rates for the three equipment categories were only 79.10%,79.10%,89.55%,88.06%,and 88.06%,respectively. The citywide average qualification rate for equipment expiration dates was 64.16%. Conclusion The grassroots emergency teams in Tianjin face three major issues:structural shortages of professional equipment,severe imbalance in configuration favoring outer suburban districts,and inefficient management of material expiration dates. Recommendations include optimizing equipment allocation,strengthening standardization and information-based management,enhancing governmental financial support and social donation channels to promote the long-term stable development of the public health emergency response system.
