2019—2023年广东省非珠三角地区县级疾病预防控制中心人力资源动态分析

Dynamic analysis of human resources in county-level centers for disease control and prevention in the non-Pearl River Delta Regions of Guangdong Province from 2019 to 2023

摘要:

目的 分析2019—2023年广东省非珠三角地区县级疾病预防控制(疾控)中心人力资源动态变化及公平性,为基层疾控队伍建设提供参考依据。方法 利用“疾控综合管理系统”收集2019—2023年广东省非珠三角地区的县级疾控中心人力资源数据并进行描述分析,采用卫生资源集聚度(health resources agglomeration degree,HRAD)与人口集聚度(population agglomeration degree,PAD)分析配置公平性。结果 2019—2023年,非珠三角地区县级疾控中心在职在编人员从3 102人增加至3 432人,每万人口县级疾控人员从0.65人上升至0.71人。0~<35岁年龄段、本科及以上学历、高级职称占比逐年上升(均P<0.05),人数分别上升50.59%、59.69%、55.75%。西翼、山区地区HRAD值均<1,HRAD/PAD均>1,显示人力资源按地理面积配置呈缺乏状态,而相对于人口过剩。结论 2019—2023年广东省非珠三角地区县级疾控中心人员总量稳步增长,结构向年轻化、高学历、高职称的趋势变化,但存在技术人员占比未达标、地区差异显著、西翼和山区地区人力资源配置效率有待提升等问题。建议政府部门强化非珠三角地区基层疾控政策倾斜,针对不同地区特点精准施策,综合各类因素调整编制总量。疾控主管部门、疾控中心要强化人才培养和优化岗位结构等。

Abstract:

Objective To analyze the dynamic changes and equity of human resources in county-level centers for disease prevention and control(county-level CDCs) in the non-Pearl River Delta Regions of Guangdong Province from 2019 to 2023,and to provide a reference for the construction of talent teams in county-level CDCs. Methods Human resource data of county-level CDCs in the non-Pearl River Delta Region of Guangdong Province from 2019 to 2023 were collected via the "CDC Comprehensive Management System" and subjected to descriptive analysis. Health resources agglomeration degree(HRAD) and population agglomeration degree(PAD) were used to analyze the equity of human resource allocation. Results From 2019 to 2023,the number of on-the-job personnel in county-level CDCs in the non-Pearl River Delta Region increased from 3 102 to 3 432,and the number of county-level CDCs personnel per 10 000 people rose from 0.65 to 0.71. The proportions of personnel aged 0-<35 years,with a bachelor's degree or above,and with senior professional titles increased year by year(all P<0.05),with the number increasing by 50.59%,59.69% and 55.75%,respectively. In the western wing and mountainous areas,the HRAD values were all <1,while the HRAD/PAD values were all >1,indicating that the allocation of human resources was insufficient in terms of geographical area but excessive relative to the population. Conclusion From 2019 to 2023,the total number of personnel in county-level CDCs in the non-Pearl River Delta Region of Guangdong Province increased steadily,and the personnel structure showed a trend of being younger,more highly educated,and having higher professional titles. However,there were problems such as the proportion of technical personnel failing to meet the standard,significant regional differences,and the need to improve the efficiency of human resource allocation in the western wing and mountainous areas. It is suggested that government departments should strengthen policy inclination towards primary-level CDCs in the non-Pearl River Delta Region,implement targeted policies according to the characteristics of different regions,and comprehensively adjust the total staffing based on various factors. CDC administrative departments and CDCs should strengthen talent training and optimize the post structure.
