天津市卫生人才国际化培养现状与优化路径

摘要:

目的 明确天津市卫生人才国际化培训结构及其引发的问题,探索培养优化路径。方法 通过搜集天津市20家医疗卫生机构医务人员因公出国培训的相关资料,回顾性分析2017年1月—2024年12月国际化培训的派出人员。结果 其形成了以≥45岁人员(54.22%)、高级职称人员(73.74%)、临床医学人员为主(51.33%),以短期培训(46.02%)和学术会议(45.78%)为主的固定结构;形成了以欧美国家(2017年为76.92%)、联合模式(2017年为39.56%)为主向以亚洲国家(2024年为70.67%)、多种组织模式共同发展转变的变迁结构。结论 天津市卫生人才国际化培养在人员覆盖结构、研究经验、成果转化、区域国际化能力方面仍存在不足。未来需扩展多维人员覆盖,布局“多极化”人才研究网络,优化培养形式,巩固多元发展格局,为推动高质量卫生人才国际化培养奠定基础。

Abstract:

Objective To clarify the structure of Tianjin's health talent internationalization training and the problems it raises,and explore optimized pathways for cultivation. Methods By collecting relevant data on overseas training for medical personnel from 20 healthcare institutions in Tianjin,a retrospective analysis was conducted on the personnel dispatched for international training from January 2017 to December 2024. Results The international training in Tianjin had formed a fixed structure characterized by participants aged 45 and above(54.22%),senior professional titles(73.74%),and clinical medical personnel(51.33%),with short-term training(46.02%) and academic conferences(45.78%) being the primary forms. It had also undergone a transformation from predominantly focusing on European and American countries(76.92% in 2017) and joint models(39.56% in 2017) to a shift towards Asian countries(70.67% in 2024) and the coexistence of various organizational models. Conclusion There are still deficiencies in the coverage structure of personnel,research experience,achievement transformation,and regional internationalization capacity in the international cultivation of health talents in Tianjin. In the future,it is necessary to expand multidimensional personnel coverage,establish a "multipolar" talent research network,optimize training formats,and consolidate a diversified development pattern to lay a foundation for promoting high-quality international cultivation of health talents.
