天津市疾病预防控制机构人力资源配置现状及公平性分析

Current situation and allocation equity of human resources of disease prevention and control institutions in Tianjin

摘要: 目的 对2016年和2021年天津市疾病预防控制机构(疾控机构)人力资源配置现状及公平性进行分析,旨在为优化天津市疾控机构人力资源配置提供参考依据。方法 利用2016年和2021年天津市人力资源调查资料和《天津统计年鉴》,分析天津市及各区疾控机构人力资源配置现状,并运用洛伦兹曲线和基尼系数探究天津市疾控机构人力资源配置公平性。结果 与2016年相比,2021年天津市疾控机构人力资源总量从1 689人增加至2 121人。2016—2021年,天津市每10万人口和每平方千米的的疾控机构人员配置总数从0.117人和0.146人增加至0.153人和0.184人,呈明显上升的趋势。2016年和2021年天津市疾控机构人力资源按人口配置的基尼系数分别为0.115和0.171,有下降趋势。结论 天津市疾控机构人员配置未达到编制配置标准,且人员整体素质较低,配置公平性有下降趋势。应进一步通过合理扩编、机构改革、加强激励等措施全面提升队伍建设水平。

Abstract: Objective To analyze the current situation and equity ofhuman resources allocation incenters for disease control and prevention(CDCs) of Tianjinin 2016 and 2021,so as to provide a reference for optimizing the allocation of human resources in Tianjin CDCs. Methods Based on the Tianjin human resources survey data and Tianjin Statistical Yearbook in 2016 and 2021,the current situation of human resources allocation of CDCs of Tianjin and its districts,and Lorenz curve and Gini coefficient were used to explore the equity of human resources allocation in Tianjin CDCs. Results Compared with 2016,the total human resources of Tianjin CDCs increased from 1 689 to 2 121 in 2021.From 2016 to 2021,the total number of CDC personnel per 100 000 people and per square kilometer in Tianjin increased from 0.117 and 0.146 to 0.153 and 0.184,showing an obvious upward trend.In 2016 and 2021,the Gini coefficient of human resources allocated by population in Tianjin CDCs was 0.115 and 0.171 respectively,showing a downward trend. Conclusions The personnel allocation of CDCs in Tianjin does not meet the standard ofstaffing and allocation,and the overall quality of personnel is low,the fairness of allocation has a downward trend. It is necessary to improve the level of team construction through reasonable expansion,institutional reform,strengthening incentives and other measures.
